The Hong Kong Award for Young People Schools Operating Authority (S.O.A.), formerly known as the Education Department Operating Authority, was established in 1971. It aims at mobilizing all secondary schools in the territory to promote the Award to their students and encourage them to participate in the Award activities with a view to enhancing their moral, intellectual, physical, social and aesthetic development.

In November 2003, due to the reallocation of resources under the Education and Manpower Bureau, the operation of S.O.A. was transfered to the Headquarters of the Hong Kong Award for Young People. Under the limited resources, we would try our best to provide different kinds of activities and trainings to our members, volunteers and User Unit leaders. We would like to extend our sincerest thank to our volunteers, User Unit Leaders and A.Y.P. Student Leaders for their efforts and time dedicated to the S.O.A. as well as the Award. Due to limited resources, we very much count on your generous support to the Scheme in achieving our spirit of "challenging and learning for a breakthrough".
